 Implementing FHO+ and Digital Best Practices

Description and Learning Objectives: 

Family Health Organization are undergoing the most significant change in 20 years with the implementation of the FHO+. This session will provide practical guidance on hourly rate, continuity of care, billing and digital workflows embedded within your EMR and practice systems.

Participants will explore key changes to billing codes and fee values, what’s staying the same and what’s not, and practical guidance on what to bill and what to avoid.  We will also look at digital tools such as EMR guides, billing submission, and team-based workflows to improve accuracy, efficiency, and compliance. Real-world examples will demonstrate how practices can reduce administrative burden, improve data capture, and ensure appropriate submission of premiums, bonuses, and incentives.

Designed for physicians, practice managers, and administrative leads, this session focuses on actionable strategies that can be implemented immediately to strengthen billing performance while supporting high-quality patient care.

Co-presented with physicians, this session translates policy and process into real clinical consequences, helping clinicians make informed technology decisions before they find themselves stranded.

Chandi Chandrasena, MD

Dr. Chandrasena joined OntarioMD (OMD) as its Chief Medical Officer (CMO) in 2021. She is a family physician practicing in Ottawa for almost 20 years and a former OMD Physician Peer Leader who has mentored many of her colleagues to use EMRs and digital health tools effectively to enhance patient care. As CMO, she provides clinical advice at provincial and national tables and clinician advisory groups and is instrumental in forging system-level partnerships.

Ryan Banach, MD

Dr. Ryan Banach currently practices in a family health organization where he serves as the Lead physician and has previously worked as a fee-for-service physician and in a family health group. 

Dr. Banach serves as the Early Career Supports Lead in the Office of Health System Partnership in the Department of Family and Community Medicine at the University of Toronto, where he helps family physicians in their first 5 years navigate their practice of comprehensive family medicine. He is also an adjunct clinical lecturer and is passionate about practice management and frequently delivers presentations to residents to help them better understand the business side of medicine. 

Dr. Banach is on the Section of General and Family Practice Tariff committee and is a Priority and Leadership Group delegate to OMA. He also presents seminars on billing, office efficiency, and career management to Ontario family physicians. Dr. Banach is also the Co-Chair of the Northwest Toronto Primary Care Network. 

As a former OMA Uninsured Services Committee member, Ryan has contributed to developing the OMA’s Guide to Third Party and Uninsured Services. 

Salesh Budhoo, MD

Dr. Salesh Budhoo is a family physician practicing in Mississauga, ON. He is the FHO lead. Dr. Budhoo has practiced in FFS, FHG & FHO models. He was previously a Peer Leader with OntarioMD and a board member on the Mississauga Primary Care Network. Dr. Budhoo has been the SGFP Tariff Lead since February 2024.  

Dr. Budhoo has practiced for 25 years, having practiced in Newfoundland & Nova Scotia prior to relocating to Ontario in 2010.  

Melissa Bastin

Melissa Bastin is a Practice Enhancement Consultant with OMD Advisory Services Team at OntarioMD and has a Certificate in Quality and Safety from the Institute of Healthcare Improvement. Working in the health industry for 26 years, Melissa supports clinician practices with workflow, optimized EMR use and quality improvement initiatives for population health, patient care, clinical value and efficiencies.
